Regional Library Director

Supervisor: Director of Regional Libraries

Summary:
Plans and coordinates a public library development program for a nine-county region in East Tennessee,
including Blount, Bradley, Loudon, McMinn, Meigs, Monroe, Polk, Rhea and Roane counties.

Duties/Responsibilities:

• Directs and reviews the work of a staff of five regional staff members providing services to local
public libraries.

• Manages annual state and federal budget.

• Assists local library boards in policy development and planning.

• Works with local government officials and library support groups providing advocacy and
awareness.

• Assists local library directors and staff by providing training, guidance and advice in areas
including technology, collection development, supervision, service improvements, data collection,
and statistical analysis.

• Serves as a system administrator for the IRIS Consortium’s shared library management system,
SirsiDynix Symphony.

• Provides technology support to the local public libraries.

• Assists public libraries in filing for the E-Rate discount/reimbursement program.

• Monitors state’s “Maintenance of Effort” requirements for library boards.

• Compiles statistics and reports of the region’s activities for transmittal to the proper local and state
administrative agencies.

• Works in association with the other Tennessee regional library directors.

• Reports to an advisory regional library board of trustees and to the Director of Regional Libraries.

Minimum Qualifications:

Education and Experience:
• The successful candidate must have an ALA-accredited MLS degree.

• At least five years of full-time professional library work of which at least two years must have
been in a responsible supervisory or administrative capacity.

Knowledge and Abilities:
• Ability to communicate effectively with groups and individuals, strong interpersonal skills.

• Must have thorough knowledge of current practices and principles in the areas of library
management, library building design, technology, acquisitions, and resource sharing.

• Must have the ability to lead, direct and evaluate staff, as well as the ability to organize time
effectively in order to manage a variety of projects successfully.

• Requires strong computer skills and knowledge of the Internet, online library management
systems, web pages, use of mobile technology and the Universal Service (E-Rate) program.

• Understands the requirements of adult education and has the ability to plan and present effective
library in-service training and continuing education programs.

• Must be willing to work flexible schedule and travel independently throughout the region and state
with occasional overnight travel.

• Must have a valid Tennessee driver’s license.

Salary Range: $5,184/monthly, plus State of Tennessee benefits package.
